VACANCY ANNOUNCEMENT
(Re-advertisement for National, Regional, District & Cluster Level Positions)
The Government of the People's Republic of Bangladesh (GoB), with financial assistance from the World Bank (WB) has been implementing the innovative Empowerment and Livelihood Improvement "Nuton Jibon" Project (IDA Credit No 4757-BD) through Social Development Foundation (SDF) with the objective of providing assistance to the vulnerable communities in different districts of the country such as Pirojpur, Barguna, Patuakhali, Bagerhat, Barisal, Gaibandha, Rangpur, Kurigram, Nilphamari, Dinajpur, Naogaon, Sirajgonj, Jamalpur, Sherpur, Mymensingh, Sylhet and Sunamganj. SDF now invites applications for the following National, Regional and Field Level positions from Bangladeshi Nationals who are honest, qualified, highly experienced, motivated and willing to accept challenges to work for disadvantaged people particularly in the rural areas. The work invokes for most of the positions frequent travel to the project areas.
For National Level Positions:
1. Position: Director, Finance & Procurement:
Salary Scale: 50,000-2,000x5EB2,500x5-72,500 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: This is a senior management position in SDF, reporting to Managing Director. Assisting the MD in setting financial management and Accounting standard and be responsible to prepare budgets, budgetary control and all required financial statements. Knowledge and working experiences in World Bank projects in the area of Finance & Procurement, fund disbursement to village communities, submission of withdrawal applications to World Bank and hands on experiences in Public Procurement Act (PPA) and PPR 2008 and World Bank Procurement Guidelines. S/he will be responsible for internalizing and operationalizing accounting software developed by SDF. The position requires frequent field visits to project areas to ensure compliance to Financial Guidelines, Community level accounting, community procurement as well as Fiduciary aspects at all levels of project implementation. The Director (F&P) is the Guardian of Financial Rules, Manual and Guidelines.
Minimum qualification, experience and competencies required: FCA7 Masters in Accounting/Finance from a reputed University or any relevant discipline and working experience of at least 20 years of which 15 years in Senior Financial Management positions Government/Autonomous bodies/poverty alleviation programs/Donor financed target projects etc. Must be computer literate. Knowledge in Accounting Software application will be preferred.
2. Position: Director, Governance and Accountability:
Salary Scale: 50,000-2,000x5EB2,500x5-72,500 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key Responsibilities: This is a senior management position in SOF, reporting to and assisting file Managing Director in ensuring Good Governance in the areas of Procurement, Financial Management, Community Participation and community program implementation, Project Monitoring and Supervision and ensuring accountability and transparency at all level of program Implementation. S/he will be responsible for providing leadership in designing and implementing Governance & Accountability Action plan (GAAP) at all levels of the Project implementation Plan.
Minimum qualification, experience and competencies required: Masters degree in any discipline preferably Social science/Economics/Agriculture/ with minimum 20 years working experience in development field, of which at least 15 years experience in senior management positions in implementing Community development / Rural development / poverty alleviation and similar projects / programs in Government / Autonomous bodies/Donor financed projects etc, with dear track record on Governance & Accountability aspects.
3. Position: Manager, Procurement:
Salary Scale: 35,000-1,400x5EB1,600x5-50,000 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Preparation of Procurement strategy, Procurement Plan for procurement of Goods, Services & Works required for the project; Carry out all procurement (Goods, Services & Works) as per plan following Public Procurement Rules- 2008 & World Bank's Procurement Guidelines- 2011; Preparation of Invitation of bids, Bidding documents, Evaluation of bids for Goods, Works Procurement and Request for Expression of Interest, Request for Proposal (RFP), Evaluation of proposals for Service Procurement; Finalization of Specification, Terms of Reference according to packages, finalize selection of suppliers, Contractors and Consultants (Firms & Individual), Partner Organizations, Service Providers, Contract documents and execution of Contract etc. Monitor timely
procurement according to Rules; Responsible for getting clearance / approval of relevant procurement documents from World Bank; Identify risks and prepare procurement risk mitigation plan. Provide capacity development training to National, Regional and District teams. Preparation of monthly, quarterly progress reports, Introduce & ensure MIS linkage {Central / National/ Regional level) Undertake in framing / revising Community Operational Manual (Procurement), training module and assist in facilitating procurement training at different levels including the Community.
Minimum qualification, experience and competencies required:
Post Graduate in any discipline / B.Sc. Engineering degree. Minimum 10 years practical experience in reputed large organizations in implementation of Procurement activities as Procurement Professional. Knowledge on PPR-2Q08 & World Bank's Procurement guidelines is mandatory. Computer literacy is a must, Capacity to make correspondence with Ministries, Donors, different departments in procurement related matters is necessary.
4. Position: Manager, Information, Education & Communications:
Salary Scale: 35,000-1,400x5E81,600x5-50,000 plus house rent (50% of me basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Working with and reporting to toe Director, Monitoring and Learning, develop IEC strategies with regard to institutional and grassroots communications, Supervise IEC consultants at Regional and District level and the implementation of the component. Arrange process and impact evaluation of communication initiatives, serve as IEC resource for SDF. Minimum qualification, experience and competencies required: Masters degree in Mass Communication /Information & Communication, Journalism, Fine Arts or any relevant discipline. At least 10 years experience, working with IEC project Knowledge on CDD approach and experience on Women Empowerment focused project, sound knowledge on Information and Communication aspect particularly on any Graphics Software, Photo Editing etc, will be given preference.
5. Position: Specialist, Community Finance:
Salary Scale: 35,000-1,400x5EB1600x5-50,000 plus house rent {60% of (he basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Reporting to the Senior Director, Programs, the incumbent Is responsible to identify innovative norms, rules and model for sustainable community finance which includes savings and lending, mechanisms for record keeping, loan tracking and monitoring. Develop community friendly implementation strategies based on s participator and community demand driven approach, ability to provide leadership lo the Regional, District and Cluster teams and provide hands-on coaching to the Community Institutions are essential pre-requisites, Minimum qualification, experience and competencies required: Masters in Social Science or any relevant discipline with minimum 10 years experience in Micro- credit/community financing and experience of working with Large GO/NGOs and community organizations. Computer literacy with ability to provide analytical reports in English and Bangle is essential.
6. Position: Manager, Information Technology (IT):
Salary Scale: 35,000-1,400x5EB1,600x5-50,000 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Working with and reporting to the Director, Monitoring & Learning, the incumbent will remain responsible for providing safe and secure operating environment of IT assets and MIS related Hardware, Software and Network components, scheduling upgrades and security backups of hardware and software systems. Researching and Installing new systems, ensuring smooth running of all (CT systems including anti-virus software, print services and email Minimum qualification, experience and competencies required: Bachelor Degree in Computer Science with 12 years or Masters Degree in any discipline with proven expertise In IT with 10 years working experience on designing and developing Project Tracking system, Accounting & Financial Software and Payroll system. Must have experience in Visual Basic DotNET & Cake-PHP. Experience on handling MySQL database, knowledge on LAN, HDD and Skill in various computer applications and troubleshooting is desirable.
7. Position: Accounts Officer:
Salary Scale: 28000-1200x5EB1350x5-40750 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: The incumbent is responsible to the Manager of Finance in maintaining all books of accounts and ledgers, be the custodian of Petty/ Control Cash, disbursement against approved payment, maintain Advance Registers and other subsidiary ledgers, deposit of Tax deducted at source and maintain registers, coordinate/pursue release of funds from GOB and reimbursement of fund from IDA and other accounts related matters.
Minimum qualification, experience and competencies required: Masters in Finance / Accounting with 8 years professional experience in Accounting.
8. Position: Administrative Officer:
Salary Scale: 28000-1200x5EB1350x5-40750 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Manage all aspects of Administration and assist the Manager (Admin) in implementing Rules and guidelines pertaining to Administration, logistics and inventory management. Provide hands on training to Administrative staff at Regional, District and Cluster level to ensure efficiency at all levels of Administration in SDF. Remain responsible to Manager (Admin.) for day to day management and achievement of Administrative tasks and responsibilities, Minimum qualification, experience and competencies required: Masters degree in Commerce/ Masters in any discipline with 8 years relevant experience in HR & Administrative activities in Government/Autonomous Organization or in large NGO's/Donor funded projects. Computer literacy is a must
9. Position: Internal Audit Officer:
Salary Scale: 28,000-1,200x5EB1,350x5-40750 plus house rent (80% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Carry out audit of National and all Field Level Offices including Community institutions as desired by the Managing Director. Conduct Audit of Partner Organizations. Carry out in-depth audit of various accounts with special emphasis on cash transactions, bank accounts, inventory and procurements. Prepare and submit internal audit reports to the Management and their follow up.
Minimum qualification, experience and competencies required: Post Graduate in Accounting/Finance or B.Com. with Chartered Accountancy (cc). The incumbent must have 6 years experience in Accounting I Audit job in large organization.
10. Position: Personal Assistant (PA) to MD:
Salary Scale: 16000-800x5EB875x5-24375 plus house rent (60% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Working as Staff Assistant (of MDJ and reporting to the Managing Director, the incumbent shall ensure efficient and effective management of internal and external communication by helping in and follow up of instructions given to different management level staff, taking care of proper filling and documentation of all e-mails and important correspondences. Assist the MD in communicating with Government Organizations, NGOs and other concerned departments and maintaining confidentiality.
Minimum qualification, experience and competencies required: Masters in any Discipline with 5 years experience or Bachelor degree in Social Science or any other discipline with 6 years experience in secretarial job in reputed organization/Firm. Good understanding and knowledge of English is essential. Office management support, excellent computer skill and reasonably good typing speed is necessary.
For Regional, District & Cluster Level Positions:
11. Position: Appraiser-Community Finance:
Salary Scale: 28000-1200x5EB1350x5-40750 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Key Responsibilities: The incumbent is responsible for assisting the Regional Appraisal and Monitoring Team (RAMT) in order to investigate with community financing aspects of the Village Development Fund proposals, ensuring appraisal and proper maintenance of books of accounts of various credit groups, bank reconciliation, difference between various accounts planned and actual expenditures, justification of al! expenditure by committees and ensuring effective management of community finance and recommending for approval of funding proposals.
Minimum qualification, experience and competencies required: Masters degree in Business/ Commerce/ Social Science or any other relevant discipline with 10 years practical experience, particularly in community financing and fund disbursement at grassroots levels/community organizations/institutions. Computer literacy and good skills in English is necessary.
12. Position: Regional Procurement Manager:
Salary Scale: 28,000-1,200x5EB1350x5-40750 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Key responsibilities: Preparation of Procurement Ran for procurement of Goods, Services & Works required at Regional, District and Cluster level; Carry out ail procurement as per plan following Public Procurement Rules-2008 & World Bank's Procurement Guideiines-2011. Preparation of Specification, invitation of bids, Bidding documents, Evaluation of bids, selection of suppliers, Contractors, Service Providers etc. Responsible for getting clearance / approval of relevant procurement documents from Head office of SDF. Monitor timely procurement according to Rules. Identify risks and prepare procurement risk mitigation plan applicable for Regional, District & Cluster offices. Submission of monthly and quarter progress reports; Introduce & make operational M!S linkage (Regional/District /Cluster) on Procurement activities. Undertake in revising Community Operational Manual (Procurement), Training module for Community Procurement; Assist in facilitating Procurement training, monitor Procurement activities at Community level, Provide capacity development to district and cluster teams and community institutions.
Minimum qualification, experience and competencies required: Post Graduate in any discipline /B.Sc. 13. Position: Regional Specialist - Livelihoods:
Salary Scale: 28,000-1200x5EB1350x5-40750 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Key Responsibilities: The incumbent is responsible for preparing livelihood promotion strategies and plans taking inputs from the stakeholders. S/he will prepare skills development strategy to meet the livelihood development needs and labour market potential and opportunities, training and information sharing materials for communities and field staff on market analysis and skits development for community, implement Operational Manual and disseminate information to communities and negotiate linkages/partnerships with training institutes and other employment providers.
Minimum qualification, experience and competencies required: Masters degree in Social Science/ Business /Agriculture Marketing or any other relevant discipline with 10 year relevant experience of which at least 5 years in managing livelihoods programs in large organizations for grassroots level with knowledge of relevant rules and regulations. Must be computer literate. Good knowledge in spoken and written English is essential.
14. Regional Accounts Officer (Corporate & Village Fund):
Salary Scale: 21000-1000x5EB1050x5-31250 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Key Responsibilities: The incumbent should be conversant with financial rules and regulations of GoB, International Development Association (IDA) and other donor agencies, S/he will formulate budgets and disburse payments in compliance with SDF regulation and internal control and ensure quality control, maintain all books of accounts, ensure timely payment of all general services related bills and timely reimbursement of expenses to district/ clusters and prepare periodic financial statements with proper accounting practices and assisting in submission of Withdrawal Applications to World Bank.
Minimum qualification, experience and competencies required: Post Graduate in Business/ Commerce with major in Accounting having 7 years practical experience, particularly in finance and accounting preferably in development sector. Candidates with Chartered Accountancy Course (Part I completed} will be preferred. Must be computer literate.
15. Position: Regional Procurement Officer:
Salary Scale: 21000-1000x5EB1050x5-31250 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Key Responsibilities: The incumbent is responsible for planning and implementing Procurement Plan at Regional, District and Cluster offices carrying out procurement for various levels keeping record and documents of ongoing and completed procurement activities, preparing procurement action plan for Regional Office in coordination with Regional Procurement Manager and assisting in facilitating procurement training at community level and its implementation, Minimum qualification, experience and competencies required: Masters degree in Business/ Commerce/ Social Science or any other relevant discipline with 7 years practical experience, particularly in implementation of procurement activities. Knowledge of Public Procurement Rules (PPR) and World Bank's Procurement Guidelines will be given preference. Must be computer literate. Good knowledge in English is preferred.
16. Position: District Program Officer, Village Fund:
Salary Scale: 16000-800x5EB875x5-24375 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Post Graduate in Finance / Accounting/ Business Administration or related discipline. Experience and competencies required: At least 7 years experience in managing Funds and Accounts for large organizations / Government and non Government Organizations / Donor Financed Projects. Experience in Disbursing / Releasing funds to communities / Village Organizations, Keeping Records, Software management in Loan Tracking, Book Keeping, Accounting and Audit etc. Good knowledge in English is necessary.
17. Position: District Program Officer, Environment, Climate Change & Risk Reduction (ECCRR):
Salary Scale: 16000-800x5EB875x5-24375 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Post Graduate in Environmental Science, Economics / Engineering / Natural Resources Management/ Geography or Social Science. Experience and competencies required; At least 7 years of working excellence in environmental management or risk reduction activities of which at least 3 years experience in environmental Risk Management risk assessment and mitigation including climate change. Must be computer literate and should be proficient in English language.
18. Position: District Program Officer, Livestock:
Salary Scale: 16000-800x5EB875x5-24375 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Post Graduate degree in Veterinary Science/ Agriculture with 5 years experience or Bachelors' Degree in the above mentioned subjects with 7 years experience.
Experience and competencies required: Experience in Livestock and Animal husbandry Sector, Cattle rearing, Agribusiness projects, in supply and value chain strengthening & development; in linking livestock producer groups to markets and private sector business etc. and in Implementing similar such projects in the Government / Donor Financing Projects I Large Organizations, Must be computer literate and should be proficiency in English Language.
19. Position: District Accountant:
Salary Scale: 16000-800x5EB875x5-24375 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: M.Com. In Accounting / Finance or related discipline.
Experience and competency required: At least 7 years relevant experience on handling accounts and finance in large organizations, office administration, logistics and related works. Knowledge in Accounting software will be preferred.
20. Position: Cluster Facilitator, Technical / infrastructure:
Salary Scale: 10,500-600x5EB650x5-16750 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Diploma in Civil Engineering.
Experience and competencies required: At least 3 years of professional experience in Civil Engineering and Infrastructure Development related works implementation in the rural communities with experience in planning, designing and implementation of local infrastructure activities.
21. Position: Cluster Facilitators, Booking Keeping:
Salary Scale: 10,500-600x5EB650x5-16750 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Commerce Graduate.
Experience and competencies required: At least 4 years relevant experience in Rural Development / Community Development / social development/ micro finance of which at least 2 years experience of working with rural communities in maintaining / facilitating in the maintenance of Books, Book Keeping / Accounting etc.
22. Position: Cluster IT Assistant / Data Entry Operator:
Salary Scale: 9800-600x5EB650x5-16050 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Graduate in any discipline.
Experience and competencies required: At least 3 years practical experience in Data Entry in any Computerized Software, Knowledge on LAN and HDD is preferable.
23. Position: Cluster Accountant:
Salary Scale: 9800-600x5EB650x5-16050 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: Commerce Graduate.
Experience and competencies required: At least 3 years relevant experience of working with rural communities. Particularly dealing with Social Mobilization, Book Keeping and maintenance of Accounts.
24. Position: Driver:
Salary Scale: 7500-530x5EB550x5-12900 plus house rent (55% of the basic pay) and other allowances admissible under SDF Rules.
Minimum qualification: SSC or Equivalent.
Experience and competencies required: At least 8 years relevant experience.
