Country Financial Controller (CFC) Job in Concern Worldwide

Concern Worldwide is an international humanitarian organization dedicated to elimination of extreme poverty with its headquarters in Dublin, Ireland. Currently we have opening for the following core position Country Financial Controller.

The Country Financial Controller (CFC), as a member of the Senior Management Team and the leader of the finance team, will be responsible to ensure the use of financial resources is for organizational purpose and is in a transparent and accountable manner consistent with Concern Worldwide systems and procedures. S/he will contribute in senior management decisions on delivering quality results and demonstrating value for money by providing real time financial information and analysis.

This position requires working knowledge of accounting disciplines such as, financial policies and procedures, financial accounting, donor compliance, budget preparation, implementing partner financial management, effective donor financial tracking systems as well as systems development and enhancement. In addition, capacity building of local partners organizations and Concern staff is an essential element of this post.

This position reports to the Country Director and supervises the Finance & Accounts Manager and the Partners and Grants Manager.

Major areas of responsibility:
  • Maintain effective Finance policies and procedures in line with Concern Worldwide finance strategy and reference manual.
  • Budget preparation, revision process and formats are in line with Concern Worldwide policies and are in place, understood and followed by the budget holders to help produce realistic organization/project/donor budgets.
  • Establish & maintain a donor financial management system in order to optimize funding & to ensure efficient & accurate reporting to donors.
  • Closely monitor all financial activities, and keep the CD/Senior Management Team advised of all situations which have the potential for a negative impact on internal controls or financial management performance.
  • Lead the Finance Team of approximately 10 people with a clear vision for the work of Concern and contribution of Finance team in meeting organizational objectives. Lead in a manner that empowers them to deliver high quality financial support to the organization.
  • Train finance and non-finance managers so that they can understand, explain and implement financial policies and procedures appropriately in order to better manage programmes.
  • As a member of the Ensuring Resources Team to proactively provide high quality and effective support and resourcing services to staff of the organization.
  • Develop and maintain systems which can cater to management's financial information needs (including but not limited to management accounts, donor reports, audit reports, financial analysis) on a regular basis and ensure compliance with financial reporting requirements of local and national government.
  • Clear and relevant financial policies for reviewing partner financial systems, financial management and financial reporting are in place and are being followed.
  • Ensure implementing partners have good understanding of Concern and Donor's financial management requirements and as needed provide necessary support in employee (staff)/system development of partners for effective transparent financial management of grants.

Requirements: The candidate we are looking for will have a Professional Accountancy qualification (Chartered Accountancy, ACCA, CMA, CPA), at least 5 years progressively responsible work experience in the area of financial management in a development organization in the private/multinational sector .experience of managing a team consisting of different levels of staff, knowledge of current relevant Taxation laws and NGO Bureau rules, experience in working with partner organizations, experience of working in an environment with multiple donors and proven ability to follow and report on donor rules and regulations (e.g. ECHO, USAID, EC, DFID etc.)

Salary: Negotiable based on qualification, experience and capacity of selected candidate
